ACT4CAP27 WP6 Online Meeting | 2 October 2025

Colleagues from Thünen Institute, Wageningen Research, the Joint Research Centre (EC JRC) and Possessio came together in the series of monthly online WP6 meetings. The discussions focussed around some of the specific thematic fields identified earlier in Task 6.2.

JRC Insights on Mirror Clauses
Caetano Beber from JRC Seville presented progress on defining mirror clauses to support scenario assumptions. These clauses address imported products that may not comply with EU requirements, such as pesticides or antimicrobials banned within the EU. Using a database on EU imports (2020–2025), the team identified specific countries and commodities where these prohibited substances remain in use. The next steps will examine scenario assumptions, such as banning these imports or increasing exporting partners’ production costs to ensure compliance with EU standards.

The meeting also covered scenarios related to digital technologies in agriculture, including AI, big data, IoT, drones, VRT and others. Using literature from Web of Science and Scopus, the team screened papers withthree Large Language Models, applying defined inclusion and exclusion criteria. After screening, the preliminary selection from 100 runs for each model indicate a solid set of relevant studies. These will inform assumptions e.g. about the costs of adoption, efficiency of inputs, and yield improvements for different adoption levels in EU.

Next Steps and Timeline
JRC’s data collection for scenario building is progressing well. Scenario development is expected to be completed by February, after which preliminary results and assumptions will be shared for stakeholder consultation. The aggregated assumptions will then feed into models across the ACT4CAP27 project, ensuring coherence and comparability.
