European Centre for Agricultural, Regional and Environmental Policy Research (EuroCARE)

European Centre for Agricultural, Regional and Environmental Policy Research (EuroCARE) GmbH is a consultancy specialized in quantitative and qualitative analysis of agricultural and environmental policies. It delivers scientifically sound and independent analysis, bridging the gap between academic research and policy design. The EuroCARE team consists of agricultural economists. It maintains close links to the Economic and Agricultural Policy group at the Institute for Food and Resource Economics (University of Bonn) which is leading in the field of policy impact assessment for agriculture. EuroCARE’s core service is the quantitative analysis based on complex simulation models such as CAPRI. Completed projects include analyses of the potential effects (1) of reforms of the EU's Common Agricultural Policy and trade policies,  (2) environmental policies as greenhouse gas emissions and carbon effects (LULUCF) in land using sectors, and non-CO2 emissions in agriculture, and (3) long-term drivers for agriculture and global agricultural markets.

EUROCARE's role in ACT4CAP27:

The EuroCare team in Act4CAP27 will contribute by enhancing the model capacities of the agricultural economic model CAPRI by participating in the development of a harmonized global input use model and the representation of the CAP and Green Deal policies. Further, EuroCare will contribute to the baseline development and scenario analysis. Additionally, EuroCare contributes to improved model infrastructures and documentation for all participating models.

Dr. Peter Witzke

Dr. Witzke is one of the Managing Directors of EuroCARE GmbH. He worked in academic research both at the University of Bonn as an interim professor and at the University of Maryland as a visiting scholar. His field of expertise includes large scale agricultural sector modelling with calibration and econometric techniques as well as database development and management for agricultural and environmental variables and policy. In geographical terms, his work usually focusses on the EU with the modelling systems CAPRI and CAPSIM, the latter mainly developed by himself. Due to these activities, which required coordination of several international partners from different often multidisciplinary backgrounds, Dr. Witzke also gained broad experience in project and team management.

Dr. David Schäfer

David Schäfer is a consultant of EuroCare GmBH. He received his PhD from the University of Bonn assessing the impact of agricultural and environmental policies using a wide range of models including farm-level, agent-based and spatial equilibrium models. After his PhD he worked at the University of Bonn as a Post-Doc in the HORIZON Project “MIND STEP”, where he worked foremost on further development of the highly detailed farm level model FarmDyn and it’s linkage to large-scale models including spatial and general equilibrium models.
