On 27 November 2025, the ACT4CAP27 – BrightSpace – LAMASUS joint perspective paper
(DOI: 10.5281/zenodo.16413131) is presented at the 43rd Plenary Meeting of the Standing Committee on Agricultural Research (SCAR). The presentation is delivered by Peter Havlik (IIASA) and Hans van Meijl (WSER) during the session “Competitiveness in the agri-food sector”.
The paper brings together the insights of three major EU-funded research and innovation projects, offering a coordinated, forward-looking perspective on how agricultural and food system transformations can enhance Europe’s competitiveness while supporting sustainability and climate objectives.
Why SCAR Is a Key Venue for Disseminating the Joint Perspective
The Standing Committee on Agricultural Research (SCAR) plays a central role in shaping the strategic direction of agricultural research and innovation across Europe. As a high-level advisory body to the European Commission and Member States, SCAR brings together national ministries, research funders, EU institutions, and key stakeholders to:
- Align national and EU research priorities in agriculture, food systems, and the bioeconomy.
- Inform future EU policy frameworks, including Horizon Europe, FP10, and the CAP.
- Promote cross-country coordination to avoid fragmentation and support investment in shared research infrastructures and knowledge systems.
- Strengthen the science–policy interface, ensuring that evidence-based insights effectively guide policy design and implementation.
- Support foresight and strategic intelligence, helping Europe anticipate long-term challenges and opportunities in agriculture and food systems.
Presenting the joint ACT4CAP27 – BrightSpace – LAMASUS perspective at this venue ensures that its recommendations reach the policymakers, national delegates, and strategic working groups who directly shape Europe’s research and innovation agendas. SCAR’s mandate and its strong network of Member State representatives make it an ideal platform to amplify findings that can inform future competitiveness strategies, sustainability transitions, and long-term policy planning.
Supporting Europe’s Competitive and Sustainable Transition
The joint perspective paper demonstrates how integrated modelling, scenario analysis, and policy-relevant research can contribute to a more competitive, resilient, and sustainable agri-food system. Its dissemination at the SCAR Plenary underscores the consortium’s commitment to supporting evidence-based policymaking and strengthening collaboration across the European R&I landscape.
