Head of Unit Policy Performance (DG AGRI A.3)
Sophie Hélaine is a French agro-economist, working in the Commission for 20 years. Head of the ‘Policy performance’ unit, she is in charge of developing the performance monitoring and evaluation framework of the CAP, paying strong attention to improvements of the quantification of the impacts of the CAP.
Research Program Officer, DG AGRI Research and Innovation Unit F2
Fanny is a research programme officer at DG AGRI, in the unit for research and innovation. Since 2023, she contributes to the development and implementation of DG AGRI’s research and innovation strategy, and to the programming of Horizon Europe Cluster 6 in the area of agriculture, forestry and rural areas. Her specific focus is socioeconomics, international trade, and support to evidence-based policies. Fanny holds a PhD in agricultural economics, a MSc in agricultural engineering and in rural development, and a MA in economics.
Anne is a policy officer in DG ENV, Unit D1 which focuses on land use and management. Within the agriculture team, Anne follows the CAP Strategic Plans of a number of Member States, contributes to policy development and horizontal dossiers in relation to agriculture and the environment.
Anne holds an MSc (diplome d’ingénieur) in agricultural sciences, food and environment and a Master in European business and management. Following a Bluebook traineeship at DG AGRI in 2011, Anne worked for 10 years as a policy analyst where she led research and evaluation projects in the fields of agriculture, land management, climate and the environment. In that position, she carried out several studies for DG AGRI evaluating the environmental impacts of the Common Agricultural Policy (2014-2020).
In 2021, Anne joined the soil team of the Joint Research Centre in Ispra where she contributed to building the scientific evidence base in preparation for the Soil Monitoring Law proposal. In 2023 she joined the European Commission, DG Environment, Unit D1 Land Use & Management.
Director of Research, INRA, Rennes
Hervé Guyomard is director of research in economics at INRAE (French National Institute for Agriculture, Food and the Environment). He is specialised in agricultural production economics, international economics and public economics. During almost two decades between 1998 and 2016, he was within INRAE head of the division of economic and social sciences and then scientific director for agriculture. Between 2016 and 2024, he was in charge of the coordination of INRAE research on the Common Agricultural Policy (CAP). He coordinated two recent report for the European Parliament, the first one in 2020 on “The Green Deal and the CAP: Policy implications to adapt farming practices and to preserve the EU’s natural resources” and the second one in 2025 on “The next reform of the CAP: The variables in the equation”. He is currently involved in the two European projects BrightSpace (Towards a safe and just operating space for EU agriculture) and Step Up (Stepping up for Europe’s sustainable livestock systems). He is the co-editor, with Cécile Détang-Dessendre, of the book: Evolving the Common Agricultural Policy for Tomorrow’s Challenges (2023). Agronomic engineer (1983) and statistician-economist (1986), he holds a Ph.D. in economics from Rennes university (1988).
